平成9年度中に実施予定のわが国企業の環境報告書分析については、現在、統計解析作業中であり、最終的にすべての結果が判明するのは平成10年度4月以降になる予定である。現在のところ判明しているのは、環境報告書の開示企業が予備調査の段階に比較して飛躍的に増加している事実である。また、平成10年度に予定していた諸外国の環境報告書分析については、予定より早くすでに成果が得られている。この調査では、環境報告書の作成公表を制度的に要求しているEMAS(EU環境管理・監査制度)参加サイトが公表する環境ステートメントを収集・分析している。それによれば、EMASの登録サイト数は、この1年間で7.5倍になり、全欧州で1,000サイト以上が参加していることがわかった。しかし、その大半がドイツ企業であり、制度の普及度という点では大きな問題を残していることがわかった。また、環境ステートメントはEMAS専用に作成されることがほとんどであるにもかかわらず、比較可能性の面で記載内容に地域的格差が見られ、公認環境検証人の認定基準や環境ステートメントの認証水準に改善すべき余地があることも判明した。さらに、環境ステートメントと併せて自発的に環境報告書作成する企業もかなり見られたが、両者の情報水準に大きな差異があることから、環境情報の開示に関して制度的規制を行うことには、比較可能性の確保に一定の成果があげられる反面、開示水準を下方へ誘導する効果のあることが実証された。なお、平成10年度は、平成9年度から行っているわが国企業の環境報告書分析をとりまとめ、同時に環境報告書の理論的枠組みに関する研究を完了させる予定である。
