A synthetic study on development strategy and regional mobilization in small local city

通过这项研究，我们宣布了一个分析的观点，从这个分析的观点出发，我们可以比以往任何时候都更彻底地把握青森县八县等中小地方城市的社会变化。将这些社会变化看作是中心城市在其所处时期特别是二战后所达到的产业结构高度发达与城市功能高度发达的相互作用过程，并将后者的发展过程分为两个阶段。一是20世纪60年代初开始转向形成钢铁和化学工业，创造了“经济奇迹”。第二阶段是1985年以后的“转折点”，在这一时期，大部分区域产业都在为高技术产业（如高电、生物等）的定位和发展而努力，根据我们的研究，这种工业的高度发展与城市功能（如商业、交通、居住和教育等）的高度发展是一致的。那么，前者需要后者，后者也需要后者，特别是在这些城市总体发展的“转折点”之后。所以，这就是我们的分析观点的内容中小型地方城市的社会变化可以被理解为与当代的现实保持一致。

Through this research, we declared the analytical point of view from which the social change of small and medium local cities such as Hachinohe in Aomori prefecture, our case study site, could be grasped more radically than ever done. It is that those social change are regarded as the mutual proceedings between high advance of industrial structure and similar advance of city-functions which the focal city have attained in its period especially after Worid War II, and we also declared two development stages in the process of the latter. The first is the turning toward the formation of steel and chemical industry starting at early in the 1960', which caused the 'miracle economy'. The second is so called 'turning point' after 1985 , in which most of regeonal industries have to make their endeavor for location and inpiant of high tecqunological industries such as highly electric or biological and so onAccording to our research , this high advance of industry come to be coincide with the high advance of city functions such as commercial and transport and residential and educational and so on. Then, the former should need the latter, and the latter shoud too, especially after the 'turning point', consisting the general development of those cities. And so, this is the contents of our analytical point of view that social change in small or medium local cities could be understood keeping with the realities of the contemporary era.
