This project was intended to explore theoretically and experimental on the social foundations of the urban construction (machi dukuri) or urban social planning. The objective city was Marioka where was a famous city as the advanced local government for good landscapes and the urban construction.In the 1996 fiscal year, we discussed the aims and contents of the research in the twice meetings. We collected the local governmental data of Morioka, Matsue, Matsuyama, and Kamakura. On addition to it, we visited to Vietnam in the DOIMOI (renovation) policy and discussed with the scholars on the urban construction or urban social planning from comparative viewpoint.In the 1997 fiscal year, we discussed the aims, contents, and results of the pre-investigation in the twice meetings. We got to be lectured from the professional on the formation of Morioka's castle town. It is the role of Ohmi merchants is important.In the 1998 fiscal year, we carried out the third times meetings. We planned the investigation of resident associations and the neighborhood associations in Morioka. We practiced by interviews the investigation of 102 resident associations. We also practiced together with the Union of Morioka Neighborhood Associations the investigation of the whole neighborhood associations.From the above research, we could explore on the social foundations from many viewpoints. We achieved the report of this project on March 2000.

本课题旨在对城市建设或城市社会规划的社会基础进行理论和实验性的探索。本课题以风景优美、城市建设先进的地方政府之一的日本的万良冈市为研究对象，在1996年度的两次会议上，对课题的目的和内容进行了讨论。我们收集了盛冈、松江、松山和镰仓的地方政府数据。除此之外，我们还访问了越南的DOIMOI（改造）政策，并与学者讨论了城市建设或城市社会规划从比较的观点。在1997财政年度，我们讨论了两次会议的目的，内容和预调查的结果。我们得到了专业人士关于盛冈城镇形成的讲座。近江商人的作用是重要的。在1998财政年度，我们进行了第三次会议。我们计划对盛冈的居民协会和邻里协会进行调查。通过对102个居民社团的访谈调查，进行了实证研究。此外，我们还与盛冈市街坊会联合会共同进行了对整个街坊会的调查。通过上述调查，我们可以从多个角度探讨其社会基础。2000年3月，我们完成了该项目的报告。
