This research is the comprehensive studies on the paradigm conversion of agriculture, forestry and fishery, and their policy.Firstly, this research clarifies the mechanism of the paradigm conversion of agro-food policy and rural policy for achieving environmental sustain ability in agriculture, forestry and fishery in Japan.Secondly, this research clarifies the mechanism of the paradigm conversion of agricultural co-operatives, forestry owners' co-operatives, fishery co-operatives and consumers' co-operatives for supporting environmental sustain ability in agriculture, forestry and fishery in Japan.Thirdly this research clarifies the mechanism of the paradigm conversion of family farm system through the family agreement of the working, living and payment etc. among family farm members.Fourthly, this research clarifies the mechanism of the paradigm conversion of the marketing system of agricultural and livestock products and the mechanism of the paradigm conversion of food industries of marine products. Also, this research clarifies the functional estimate of the mountainous grass and the role of livestock farmersFifthly, this research clarifies the mechanism of the paradigm conversion of the system of the credit and public finance for the sustainable development of agriculture and rural area.Lastly, this research clarifies the main issues of the paradigm conversion of the international co-operation for developing countries, specially China.

本研究是对日本农林水产业及其政策范式转换的综合性研究，首先，阐明了日本农林水产业实现环境可持续性的农粮政策和农村政策范式转换的机制，其次，阐明了日本农林水产业实现环境可持续性的农业合作社、林业业主合作社、农业合作社和农村政策范式转换的机制，最后，阐明了日本农林水产业实现环境可持续性的农业政策范式转换的机制，最后，阐明了日本农林水产业实现环境可持续性的农业政策范式转换的机制。第三，通过家庭农场成员之间的劳动、生活、报酬等家庭约定，阐明了家庭农场制度范式转换的机制。第四，通过对日本农林水产业环境可持续性的研究，提出了日本家庭农场制度范式转换的基本思路。本研究阐明了农畜产品营销体系范式转换的机理和海产品食品产业范式转换的机理。第五，阐明了农业和农村可持续发展的信贷和财政体系范式转换的机制，最后，阐明了发展中国家特别是中国国际合作范式转换的主要问题。
