はじめに、「経営」を必要とする状況について、社会福祉施設と近接した領域の医療について見ると、倒産や経営不振といった事態が出現してきているため、医院や病院の「経営」が指摘され、医院や病院の経営コンサルタント業があらわれ、経営について一定の関心の高さと方策がとられつつある。病院を経営する医療法人が、経営の多角化の一貫として、社会福祉法人を設置し、社会福祉施設の特別養護老人ホームを運営している場合には、経営を意識している。また、老人保健施設を併設している場合には、いっそう意識が高いと思われる。社会福祉施設全体の中では、それぞれ「経営」に関心があるが、相対的には、老人保健施設を医療法人が設置している点などから、老人福祉施設が高いと思われる。また、児童福祉法の改正作業が目下進んでいるが、その中でも、保育所が、しばしば幼稚園との一元化の論議にさらされてきたことや措置制度の廃止がここ数年来言われてきているためか、「経営」への関心が高い。全国社会福祉施設経営者協議会は、加入する社会福祉法人への啓発活動を行なってきている。措置制度がなく経営が問われるアメリカへたびたび視察研修をくり返している。専門家養成の点では、大学の学科に、近年、経営学部に経営福祉学科や社会福祉学部に福祉経営学科が新設されるようになってきた。この点は、アメリカでの状況に少し似てきたように考えられる。福祉系大学が、社会福祉施設「経営」を、どこまで大学の教育テーマにしているのかが、今後の研究課題である。
