学校において福祉教育を効果的に展開するためには、福祉教育や社会福祉に対する教員の認識如何が重要な鍵となるが、教員がこうした内容の研修をする場は必ずしも保障されていない。県教育委員会による初任者研修や経年研修の中に、老人ホームをはじめとする社会福祉施設での介護補助などの体験を取り入れている例は多数あり、受講者は有益な体験として受けとめていはいるが、福祉教育やボランティア学習の推進のための準備研修としてではなく、日常接している児童生徒あるいは社会人の一面とは異なる、障害者や高齢者など福祉課題を抱えた人々に接した体験や、これら人々に福祉サービスを提供してる福祉施設の介護教員などの仕事ぶりに接して、自身の学校での仕事との相違に気づき、生かそうとしているにすぎない。しかし、初任者研修など、悉皆研修項目である場合には、後に赴任校が福祉教育に取り組むことになった時の基礎となることが期待できよう。学校における福祉教育の推進の視点から企画された、具体的・系統的な研修の機会が望まれるが、この視点による実施を模索している例もわずかながら存在している。たとえば、福祉教育講座と称する研修講座を実施した県があったことは興味深い。教員向けに体験を含む講座を企画実施している県社会福祉協議会もわずかながらあった。また例外的には、市町村段階での推進事業が定着し県段階での取り組みを必要としなくなっている県も存在する。あるいは独自に市町村域での教員対象の研修に取りくんでいる社会福祉協議会も存在している。教員からは、こうした研修機会を望む声があがっており、今後積極的な情報提供が行われることが望まれる。
