项目摘要

本研究の概要は以下のとうりである。幕末期の幕藩権力関係および明治初期の維新政権と藩権力の関係について、次の観点と内容に関する研究をおこなった。1.幕藩権力関係を公儀の「御恩」としての知行権と藩権力の「奉公」としての軍役の観点から、まず幕末期の公儀知行権の特質を検討した。そのうち加封は、(1)外様大名に対する新潟の外警強化・転嫁、政治的引き付けや、(2)幕閣などの昇進を内容とすること、除封は、(1)井伊政権による一橋派若年寄の処罰、(2)井伊政権、久世・安藤政権担当者の処罰、(3)家臣の天狗党の乱加担に対する処罰、(4)禁門の変の責任を理由とする長州藩の処罰を内容とすること、つまり幕末の政治的潮流と対抗が除封の特質となっていることを明らかにした。2.幕府の軍役動員については江戸湾警衛について検討し、江戸湾陸地・台場の警衛の推移の特質として、公儀および関東旧付庸藩を主体・中核とし、外様大名へ拡大していったことと軍役奉仕の内容と矛盾を川越藩、二本松藩などについて検討した。そこにも幕末の政治的対抗の反映がみられることを明らかにした。3.幕藩権力のなかで、公儀の義務であり、「恩貸」として機能した公儀拝借金の性格は、弘化期以降、譜代大名の幕府の役職就任、譜代・外様大名への軍役動員、政治的対抗にかわる貸し付けに変化することを明らかにした。4.明治元年から二年にかけての明治政府の金札石高割貸し付けについて、諸藩は藩権力の維持と軍事動員・武備確保のための恩貸として認識し、天皇政府を幕府=公儀に代る「公」権力として位置づけたことを明らかにした。
