The development of the professional-ness of the social welfare conference which corresponds to the new care system Presupposing the introduction of the public care insurance

本研究的目的在于验证自2000年4月护理保险制度实施以来，社会福利会议在通信上的混乱状况。第二个目的是试图追求社会福利会议人员（社区工作者）所扮演的新角色和所应扮演的新职业。通过本研究，旨在确立社会福利会议和社区工作者作为护理保险承担者角色的专业性。新型社会保险制度与区域福利实践活动——关爱保险的综合运作，在城镇和农村是有要求的。基于每一次社会福利会议活动的历史背景和地域背景，利用每一次“作为做社会福利会议的表象”，乡镇社会福利会议应瞄准的方向是重要的。根据村镇社会福利会议的类型，对未来村镇社会福利会议处理养老保险的方向、关注方式的专业性发展问题以及问题的明确提出了看法。

The purpose of this study lies in verifying the state of the social welfare conference which is confused at the correspondence in care insurance system's being put from April, 2000 into operation. The 2nd purpose tries to pursue the new role the social welfare conference staff (the community worker) accomplishes and the new professional-ness should accomplishes. It is in establishing the professional-ness of the role of the social welfare conference and the community worker which is the bearer for the care insurance through this study.The synthetic operation of the new social insurance system and the area welfare practice activity, the care insurance, is demanded in the towns and villages. That the direction which the towns and village society welfare conference should aim at utilizes each "being the seeming of doing social welfare conference being" based on the historic and regional context of each social welfare conference activity is important.It made the view of the conference of future towns and village society welfare such as the direction of the dealing with the care insurance, the problem of the development of the professional-ness according to the way of concerning and a problem clear according to the type of the towns and village society welfare conference.
