日本発の欧文論文出版を主要な研究対象として、社会科学系の3つの学会の編集長経験者および事務長、出版社編集者、国際出版代理店会長、海外の大学出版協会事務局長および学会関係者等に対するインテンシブな聞き取りをおこなうとともに資料収集を中心として調査をすすめてきた。並行して各学会発行の欧文誌バックナンバーの内容分折をおこない、さらに学術出版のみならず出版・書籍流通業界一般の動向とその問題の構図の中に、学術研究の成果の流通において極端な「入超」という大きな問題を抱える日本の学術出版における欧文論文の位置づけを明らかにする作業を進めてきた。その結果、以下のような点が明らかになった。1.売上の落込み.「名門」出版社の倒産ないし業務停止や労働争議などに象徴されるように、出版業界はさまざまな局面で重大な転機を迎えている。特に書籍部門における売上低下は深刻であり、学術出版とりわけ欧文(主に英文)による書籍においてそれは顕著である。2.学術雑誌.英文による学術書籍刊行の低落傾向とは対照的に英文学術雑誌の刊行は年々拡大の兆候を見せており、98年には193誌にまで増加している。一部には刊行および校正に関して海外の出版社への委託をするところもある。3.英文学術雑誌の内情.インテンシブな事例研究を通して検討した結果によれば、英文誌刑行の見かけの隆盛とは裏腹に日本発の英文誌のかなりの部分が「読むためではなく、書くための雑誌」にとどまっている点が明らかになった。これは特に人文社会科学系のジャーナルについて顕著な傾向であった。4.閉鎖的なコミュニケーション空間としての学会誌の背景.上記の傾向の背景には、日本語「孤立言語」としての特性および内閉的な労働市場が2つの主要な要因としてあげられる。ほんらいユニバーサルなものであるべき学問がこのような状況にとどまるかぎり、学問の自由に対して重大な障碍になることが危惧され、今後抜本的な対策が必要とされる。
