The Role of Agricultural Service Establishment to Reorganize Regional Agriculture

本文通过对农业服务机构的静态分析和案例分析，明确了农业服务机构在区域农业重组中的作用。由于经济全球化导致农产品价格下降，区域农业空心化，如农业劳动力短缺等问题一直在持续。农业服务机构的建立是为了弥补区域农业重组过程中劳动力的不足。这些机构通过工作信托的方式支持农户的管理。它们有助于减少劳动力和降低成本。尤其是以农用地改良而成立的机械公用事业合作社，由于农业服务机构的扩大，集约化农业和区域自愿性发展又有了新的开始。强化了农户的经营基础，为妇女和老年人提供了新的就业机会，地区社区通过他们变得活跃起来。我们应该把这些运动理解为农业社区由于机构的形成而自愿发展的现象。如果未来农业服务机构能根据区域特点形成充分的组织形式，农户的发展条件将更加灵活。

In this report, the roles of Agricultural Service Establishment to reorganize regional agriculture have been made clear by the analysis of its statics and the case study. The hollow of regional agriculture, for instance, the lack of agricultural labor force has been proceeding, because of the decline of agricultural product price by the globalization of economy. The Agricultural Service Establishments have been founded to make up for the lack of the labor in the process of reorganization of the regional agriculture. The Establishments have supported the management of farm households by means of the work trust. They contribute reduction of labor and decline of cost. Especially, these effects are remarkable to the machinery utility cooperative which has founded with the agricultural land improvement.The intensive agriculture and voluntary regional development have started newly, owing to the expansion of the Agricultural Service Establishment. The management foundation of farm households have been strengthened, and new jobs have been provided to women and elderly people, and the regional community has become active through them. We should appreciate these movement as voluntary development of agricultural community on account of the formation of the Establishment. If the Agricultural Service Establishment is formed adequately according to regional characteristic in the future, the development condition of farm households will be more flexible.
