昨年度の米国における親教育プログラムの例を踏まえて、今年度は我が国における教育プログラムの開発のために、行政による教育実態を把握することを目的として、中四国及び九州地方の市教育委員会を対象とする親(家庭)教育の実施状況を調査した。(平成12年1〜2月)両地方の171すべての市教委を対象として担当部課、実施しているすべての教室や講座、その対象者・参加数・実施期間・講師等、未婚期から巣立ち期までの親教育の内容、行政としてのあり方、これからの子育て支援について等の項目について行政担当者に問うた(回収率67.3%)。調査結果の概要は次のようである。1)回答のあった115市教委のうちl14の市で教室講座を実施しており、担当(課)は「社会教育課」「生涯学習課」が大多数を占め、また実施主体は各地区の公民館も多い。2)対象者は、乳幼児および小中学生をもつ若い母親が圧倒的に多く、育児技術やしつけに関するもの、また親子でふれ合う体験学習などが多い。3)近年の地域人間関係の希薄化・孤立化により、親同士の交流や父親や働く親への積極的参加に重点が置かれている。4)指導者(講師)は、保健婦・栄養士・医師等の医療関係者や大学教員をはじめ小中学校教員が最も多いが、地域の様々な分野での専門家やボランティアも求められている。各市で子育てセンターの開設が進んでいるように、行政は子育てに地域・学校・家庭の連携を重要とする姿勢や、子育ての悩みを気軽に相談できる体勢づくり、また自主グループやサークル、親子で参加したり親同士の気軽な交流の場の提供を緊急課題とするなど、変わりつつある親子を取りまく環境に即した親教育の内容・方法が指摘される。今後のプログラムの開発への基礎データとしたい。
