Residents' concerns for farmland and forest and growth of the forest for regional environment in the Basic Environmental Plan at provincial town

目前，各地市都在进行《环境基本规划》的起草工作，建立《环境基本规划》的编制制度。由于与大城市相比，当地城市拥有得天独厚的自然环境，因此规划正在起草中，发挥这一优点。但居民对农林结合的担忧正在减少，这导致了那里的破败。因此，为了保护环境，有必要对其进行维护。通过在当地城市参与这份规划草案，我可以找到它的原貌和阻碍它的因素。此外，通过澄清我在参加森林区域环境维护工作时未被维护的森林的实际状况，以及从未被维护的人工林向天然林的演替进程，得出了森林生长变老和充满自然的目标是可以确定的。在此基础上，找到了一种新的间伐育林方法，并将其应用于区域环境的森林养护中。这些维护引起了包括森林所有者在内的居民的兴趣，居民和森林之间的关系将得到更新。我参加了这样一个居民运动，我找到了一条为区域环境维护森林的计划。此外，我还与住院医生一起练习了新方法，并对其进行了检验。最后，通过了解当地城市开放空间环境的实际情况，分析了当地居民利用开放空间环境的实际情况，这些研究局限于一些案例，因为我的目的是分析实际情况。在最近的将来必须进行一般性的讨论。

At present, drafting the Basic Environmental Plan and establishing the system to put this plan are carried forward, at every prefecture and every municipality. As local city are blessed with natural environment compared with big city, this plan is drafting there, developing this merit. But residents' concerns with farm and forest through farming and forestry are decreasing, and it causes the dilapidation there. Consequently, it becomes necessary to maintain them for environmental conservation.By participating the draft of this plan at local city, I could find the original character in it and the factor which obstruct it. Furthermore, by clarifying the actual state of no-maintained forests when I took part in the maintenance works at the forest for the regional environment, and by clarifying the advance of succession from the planted forest not maintained to natural forest, it was concluded that the target in growing forests to become old and filled with the nature could be established. Based on it, I found a new thinning method to grow forest for the moment, and applied it to the maintenance of the forest for regional environment. These maintenances attracted the interest of residents including proprietors of forests, and the relation between residents and forests would be renewed. I participated such a residents' movement as this, and I found a course of plan to maintain the forest for the regional environment. Moreover, I practiced in the new method with residents and examined it. And, finally, by understanding the actual situation of open spaces environments at local city, I analyzed the actual states that residents make use of there.These studies confined themselves in some cases, because I aimed to analyze the actual situation. Generalized discussion must be done in recent future.
