Civil infrastructures such as bridges, tunnels, dams in our country represent a huge investment on the part of governments and taxpayers. This investment has to be prudently managed for safety, economy, and sustainability. We must maximize the life-cycle benefits of our civil infrastructure systems to serve the needs of our society by balancing the safety, economy, and sustainability requirements. Life-cycle cost analysis and design are important issues for civil infrastructure systems to insure an adequate level of lifetime reliability at the lowest possible life-cycle cost.This study attempted to develop a decision support system for rehabilitation strategies of existing civil infrastructures based on life cycle analysis. At first, an integrated bridge management system (J-BMS) was newly developed collaborated with all members of the Technical Research Group on Repair, Rehabilitation and Replacement Techniques of Existing Structures (REHATEC), and of the International Association for Bridge Maintenance and Safety (IABMAS) for mainly existing concrete bridges. This proposed system is able to not only evaluate the serviceability of existing structure members, but also offer some strategies based on a combination of maintenance cost minimization and quality maximization approach. For solving this optimization problem, the Genetic Algorithms were adopted. By applying these algorithms to the optimization problem, the approximation optimal solution (rehabilitation strategy) could be quickly found. Next, those manners were extended to existing concrete tunnel structures as the other civil infrastructures so as to demonstrate the suitability of proposed bridge management system.
