项目摘要

当該研究の目的は、北海道内の市町村議会における政策課題の争点化に、議員のジェンダーによる有意な差が見られるかどうかを、環境政策に関わる自治体の政策決定過程を中心に検証することにあった。質問票と面接によるこれまでの調査から、(1)女性議員と男性議員では、関心を示す政策分野に違いが見られる、(2)女性議員の方が、男性議員以上に環境問題に対する関心が高い、(3)環境保全政策と地元の経済利益が対立するような場合、女性は環境保全を、男性は地元利益を優先する傾向が見られる、などが、明らかになった。本年度は、(4)議会の構成と環境(市町村議会別/党派性/議員数/議員任期/選挙時の争点)や、(5)議会の女性議員比率、(6)ジェンダーによる政策志向の普遍性の検証(国政レベルとの比較/外国との比較)などに焦点を絞り、調査を実施した。まず、第一に、国政レベルとの比較の観点から、平成12年の衆議院選挙を取材し、女性候補と男性候補の争点比較を行った。次に、外国との比較の観点から、イギリスとアメリカを取材し、政策志向、政策課題の争点化、政策課題の優先順位などにおいて、議員や候補者のジェンダーに有意差が見られるか否かを調査した。この調査結果の集計と分析については、作業がなお継続中である。

The purpose of this research is to focus on the debate over policy issues in municipal councils in Hokkaido, the intentional differences among members, and the policy decision-making process of local governments related to environmental policies. Questions and answers: (1) Female and male legislators have different views on policy issues;(2) Female and male legislators have different views on environmental issues;(3) Environmental protection policies and environmental interests have different views;(4) Female and male legislators have different views on environmental protection policies;(5) Male and female legislators have different views on environmental protection policies;(6) Female and male legislators have different views on environmental protection policies; and (7) Female and male legislators have different views on environmental protection policies. The sun shines brightly. This year,(4) the composition and environment of the parliament (category of municipal councils/party affiliation/number of members/term of office of members/disputes at election time);(5) the ratio of female members of parliament;(6) evidence of the prevalence of policy aspirations (comparison of national politics/comparison of foreign countries); and (7) focus and survey implementation. The first, the second, the third, the third, the fourth, the Second, the comparison of foreign countries, the choice of sources, policy aspirations, policy issues, priority of policy issues, the choice of candidates, the intention of the difference between the survey. The results of this investigation are collected and analyzed.
