项目摘要

本研究は、1945年以降の我国の戦災復興都市計画について、その背景となる計画思想を明らかにするとともに、各都市における戦災復興都市計画の実態を明らかにし、戦災復興都市計画における計画思想と実際の計画・事業との関係について考察することを目的とする。対象年代としては、計画思想の系譜を明らかにするため、1930年から1960年の30年間とし、また、復興計画の実態については、東京、神戸の2都市をとりあげた。第1年度は、戦災復興都市計画の思想的な背景を明らかにするため、1930〜1945年の都市計画理論に関して言説分析を行い、戦前期における都市計画理論を構造的に把握することを試みた。また、第2年度は、東京における戦災復興都市計画に関して、その計画理論について同様な言説分析を行うとともに、その計画・事業の実態について明らかにすることを試みた。第3年度である本年度は、神戸市における戦災復興都市計画をとりあげ、同様に計画をめぐる言説について分析するとともに、計画・事業の実態とそれによる都市構造の再編について考察を行った。また、復興都市計画に関する国際比較を行うため、米国サンフランシスコ市の1906年以降の震災復興都市計画を取り上げ、当初の大規模な計画が縮小されていった過程について分析を行った。これらの結果、戦災復興都市計画の思想的な背景として、交通網を中心とした産業基盤の整備を中心とした計画思想があり、このような思想は、戦前期の都市計画思想と基本的に連続したものであったこと、また、このような思想に基づいた戦災復都市計画が、都市の空間的な形態を再編成するとともに、都市の社会的な構造を同時に再編成していったこと、などが明らかになった。また、このような復興都市計画の特徴に関しては、国際的にも共通性があること、などが明らかになった。
