本年度の主要な研究成果は,インドを含むアジア諸国における穀物需要構造の変容を比較検討し,その概要と背景を明らかにしたことである。分析の結果,同地域では近年の経済発展を契機として,食肉消費や加工食品消費の増加,外食産業の発展による食料消費形態の変容等が進行しており,こうした食料消費構造の変化を重要な要因として,穀物需要量が増加傾向にあることが示された。ただし,各国間の相違は大きく,マレーシア,台湾,中国等でこうした傾向が顕著なのに対して,インドやインドネシアでは変化の程度が小さい。また分析を通じて,マクドナルド等に代表される多国籍アグリビジネスの事業展開が,食料消費構造の変化を促す重要な要因となっていることも示唆された。この研究によって,インドにおける穀物フード・システムの現状を,需要構造の側面から国際的視野の下で明らかにすると同時に,多国籍アグリビジネスがそれに及ぼす影響についても,一定の考察を加えることができた。以上の研究成果は,高知大学人文学部岩佐和幸氏との共同論文「アジアの農業・食料と環境」(日本環境会議編『アジア環境白書・2003/04』東洋経済新報社,2003年刊行予定)中の第2節として発表済みである。このほか,穀物価格・流通政策や化学肥料の販売統制政策をめぐって1990年代以降インド政府が推進している大幅な政策転換の内容と,それが農業経営へ及ぼす影響を分析した。その結果,インドを代表する穀作地帯のパンジャーブ州では,穀物買い上げ価格が事実上引き下げられたことを直接的な背景として,穀物の作付け縮小,油糧種子等の新たな商品作物の作付け拡大など,作付けパターンの多角化が看取された。農政の転換と穀物フード・システムの変容に関するこの研究成果は近日中に公表の予定である。
