项目摘要

本研究は、カンボジア紛争の和平プロセスにおける第三者としてのオーストラリア外交について考察するものである。本研究ではまず、カンボジア紛争を対立段階、対話段階、解決段階に区分し、各段階においてオーストラリア外交が果たした役割を具体的に明らかにすることを試みた。その際、紛争当事者と仲介者としての第三者との関係のみならず、和平プロセスにおける仲介者同士の関係も考慮する必要性を認識し、オーストラリアと地域諸国、大国との相互関係にも注目しながら分析を行なった。まず、各派が互いを交渉相手として認めない状況であった紛争の対立段階においては、紛争当事者に対する強制力を有さないオーストラリア外交が和平促進に果たす役割は皆無に等しく、当時のフレーザー政権の対応もASEANを側面から支持することにとどまった。各派の交渉が始まった対話段階では、ヘイドン外相の下で「誠実なる仲介者」となることが目指されたが、国際環境が解決に向けて十分成熟していなかったこの時期には、オーストラリアが大きな役割を果たすことはできず、逆に独自のイニシアティブがASEAN諸国との関係悪化を招いた。但しこの時期のオーストラリア外交は、強制力を有さないオーストラリアの限界を露呈する一方で、この段階での継続的関与が次の解決段階での効果的役割に結びついていることからも明らかなように、その可能性をも示唆している。そして紛争解決段階においては、オーストラリアは独自の提案を行なって和平プロセスに一定の役割を果たしたが、この時期のオーストラリアに最も顕著な特徴は、大国、地域諸国との調整を最重視した外交を行なったことであった。以上、本研究の分析では地域紛争解決過程においてオーストラリアのようなミドルパワーが第三者として役割を模索した場合、対立段階では役割を果たす余地は皆無に等しく、対話段階においても困難なものであるが、紛争解決段階において効果的な役割を果たし得ることが明らかとなった。以上の研究結果の詳細については、2002年度日本国際政治学会において報告した。
