项目摘要

今後の高齢化社会では,高齢者に必要な財・サービスを供給する主体は,公的部門・家族部門・民間営利部門・ボランタリー部門などのように多元化するといわれており,これら諸主体の活動を調整し,最適な「福祉ミックス」をもたらすためには,社会の一部を計画化する方針を検討し,さらに,その計画を策定・実施する「条件整備型国家」の役割を明らかにする必要がある.そこで,これまでのゴールドプランや介護保険事業計画等の福祉計画を検証しさらに国土計画や経済計画などの例も加えて既存研究を整理・検討すると,一般に,一方で,計画が掲げる目的を最適な手段で実施しようとする計画内容における合理性の追求があり,他方では,できるだけ多くの関係者の意見を反映させようとする計画策定プロセスにおける公共性の追求があり,両者がしばしば衝突していることがまず分かる.したがって,条件整備型国家の役割は,このような策定プロセスの公共性を確保しながら計画の合理性を高めることであるといえる.そこで,公共財を供給できる国家の生成過程を,ゲーム理論に基づく数理モデルを構築して吟味すれば,国家は他の集団との対抗関係のうちにだけ形成されることが明らかとなった.したがって,少子・高齢社会のなかで最適福祉ミックスを追及する望ましい条件整備型国家の姿は、公的供給部門や家族部門を含め,民間営利部門・ボランタリー部門など各部門が連合し供給活動を調整しあいながら公的機関そのものとは緊張関係を保つような形であると示すことができた.これらの成果の一部は海外において発表し,また残る部分は論文にまとめた.
