项目摘要

本研究は、ソ連・ロシアにおける公害・環境問題について、統計分析を中心とするマクロ・レベルの研究と、フィールドワークに基づいたケース・スタディの両面から実証することを目的としている。本年度は主に後者の研究に従事し、ロシアの都市経済と公害・環境問題の関係性に焦点を当て、都市インフラ整備の現状と問題点、企業改革とインフラ更新の相互依存関係などに関する分析を行い、以下の研究成果を得ることができた。第一に、1990年代の経済危機の影響で設備投資が急減したため、企業の機械設備に加え、・都市インフラの老朽化が急速に進行し、2003年に危機的な水準に達する見込みであることを踏まえ(人口危機および対外債務危機と並ぶ「2003年問題」のひとつ)、その原因のひとつが企業改革の遅れにあることを確認した。第二に、企業改革とインフラ更新の関係性を検証するために、ケーススタディとしてシベリアの一都市を選択し、設備更新計画が策定されながら実施されない経済的および社会的背景を仔細に検討した。ロシア版企業城下町に相当する「都市建造企業」の分析が中心である。第三に、上記の研究内容を検討する際の前段階作業として、ソ連・ロシアの環境問題全般に関する動向をトレースし、新しい環境政策・法令の動向、国内環境行政の転換、京都議定書発効問題を中心とする環境外交、環境保護運動の傾向などを整理した。なお、上記研究のいずれについても、学術専門誌ないし書籍において近日中に刊行される予定である。

This study focuses on environmental issues and statistical analysis. This year, the focus of the latter research is on the current situation of urban development, pollution and environmental problems, and the analysis of the interdependence between urban development and environmental reform. The following research results are obtained. First, the impact of the economic crisis of the 1990s, the sharp decline in equipment investment, the increase in corporate machinery and equipment, the rapid pace of urban renewal, the level of crisis reached in 2003, and the reasons for the rapid decline in corporate reform. Second, the relationship between enterprise reform and renewal is discussed in detail in the context of urban selection and equipment renewal planning. The analysis center of "urban construction enterprise" is equivalent to the city town of Shirakata. Third, the research content of the above report discusses the overall trend of environmental issues related to environmental protection, the trend of new environmental policies and laws, the transformation of domestic environmental administration, and the trend of environmental protection movement. The book is published in the middle of the day.
