(1)漁村の空間整備に関わる政策の歴史的系譜と漁村の空間変化(前年度より継続)漁村空間の物理的変化は、特に高度成長期後に顕著であり、海陸境界部分への防波堤、岸壁の建設、埋立てによる平地の拡大(以上、主に漁港法等に基づく国庫助成を得て実施)、各漁村と外部を接続する幹線道路の拡幅が起こった。一方で、集落内部の街路構成には特段の変化はなかった。また、集落の内部にあった漁業生産に関わる諸行為は漁港の建設とともに沿岸部に移り、集落が非生産機能化した一方、物理的空間変容が沿岸部にあった社会・文化的諸行為を不可能化したケースも数多く観察された。(2)我が国の戦後の漁村空間変遷過程に関する総合的考察と今後への提言○総合的考察:過去の研究成果と以上を併せ、漁村を対象化する学術的実践、空間整備政策、実際の空間変化の関係を考察した。まず、学術は大きく(1)水産業の全体的発展の要請から調査・分析・開発されるべき存在、(2)固有な自然・文化・社会性を有する存在、として漁村を対象化した。政策の大部分は(1)のみを参照し、(2)に基づき構成されたものはほぼ皆無だった。ここ20年の生活空間整備も集落の都市化を目指すもので、漁村固有の社会性を考慮したものではない。そして、これら政策の誘導により漁村の物理的・社会的空間は産業的に再編され固有性を縮減してきたと考えられる。○今後への提言:方、現代は以上が形成された時代と水産業、漁村の状況が異なり、適切な学術・政策が求められていると考える。学術的には(1)「海辺の村」として、漁業に必ずしも特化しない漁村の知を生産し、政策的には(2)諸学問の成果を全体的に反映すべく空間整備を再編すべきである。具体的施策としては、(3)各漁村で全体の空間利用に基づく空間整備計画を策定すること、(1)の知をこの計画策定のために/の中で形成してゆくことが望まれる。
