本研究の目的は,教育事業におけるユーザー(学生,生徒,教育組織の教職員)に対して,情報通信システムが本当に有効かどうかを測るメトリクスの決定である.システムの教育への効果検証や品質測定に,ソフトウェア品質評価の成果を応用した.情報通信システムの評価対象を『定量評価項目』と『定性評価項目』に分類した.さらに定量評価項目の中で,一つの評価に対し一つの数値での計測・評価が可能な『直接評価項目』,複数の数値や設備・サービスの有無など相関項目からの評価が可能な『間接評価項目』に分類した.この評価方法を,教育用情報通信システムの評価項目へ適応した.評価項目の妥当性を検討するため,東京外国語大学・情報処理センターの協力を得てアンケート調査を実施した.このアンケート調査は平成13年9月下旬,全国国立大学82校の情報処理センターを対象に行った.大型計算機センター,情報基盤センター,サイバーメディアセンター等の組織は組織の規模,設備やサービスが大きく異なるため,調査対象外とした.調査内容は7つの大項目からなる全64項目の質問で,回答者の負担を最小限にするため,数値や有・無の記入を多く取り入れ,長文記入を極力避ける形式とした.アンケート調査項目は,(1)基幹サーバ設備(9項目),(2)利用者設備(12項目),(3)ネットワークサービス(11項目),(4)利用者サービス(14項目),(5)各種処理設備(7項目),(6)情報処理教育(4項目)である.本アンケート調査は,平成13年9月末日に東京外国語大学より発送した.回答数(平成13年11月30日締め切り)は48通,回答率は58.5%であった.アンケート調査の結果を分析したところ,詳細設定した評価項目には問題点が見られたが,評価モデル自体には問題がなかった.このモデルは,現段階では教育用情報通信システム評価において妥当な情報通信システムの評価モデルであることが検証できた.
