The Spread of Local Media and the Formation of the Network between Residents

1.我分析了日本所有的地方广播电台，发现它们分为两类。一种是由专职工作人员管理的广播电台，另一种是由大量广播志愿者管理的广播电台。后一种类型在社区改善和公共访问方面具有很大的可能性。2.北海道拥有全国1/10以上的地方广播电台，北海道被称为“地方广播王国”。为什么北海道有很多地方广播电台？鉴于北海道的地域性，笔者认为地方广播电台是适合北海道的地方媒体。3.对岩见泽市FM滨须的志愿者团体“洋葱之美”进行了研究。我澄清了居民作为广播志愿者参与的意义。如果居民自己发送信息，他们会对周围的各种信息很敏感。他们对自己居住的地区更加关心，对自己居住的地区产生了认同感。4.从防灾的观点出发，对地方广播的作用进行了探讨。我拿起“FM LAKETOPIA”，这是在火山爆发后开放的。播出时间约为11个月，由2000年5月8日至2001年3月31日。我采访了有关人员，记录了他们的经验，并指出了问题和主题。

1.I analyze all local radio stations in Japan and find that they are classified into two types. The one is the radio stations administered by full-time staff, and the other is administered by large number of broadcast volunteers. The latter type has a big possibility in respect of a community improvement and public access. In this research, it is shown clearly why such a difference is caused.2.In Hokkaido there are 1/10 or more local radio stations of the whole country, and Hokkaido is called a "the kingdom of local radios". Why does Hokkaido have many local radio stations? In view of the regional feature of Hokkaido, I represent that local radio is the local media suitable for Hokkaido.3.I research on the volunteer group "the United States of ONION" supporting FM HAMANASU in Iwamizawa city. I clarify about the meaning of residents participating as a broadcast volunteer. If the residents send informations by themselves, they will be sensitive to the various informations around them. They have more concern about the area where they live, and come to feel an identity for the area.4.I also examine the role of local radio from the viewpoint of disaster prevention. I take up "FM LAKETOPIA" which was opened after the eruption of Usu-zan. Broadcast was performed for about 11 months from May 8, 2000 to March 31, 2001. I interviewed the persons concerned, recorded their experience, and point out its problems and subjects.
