平成14年度は,本研究の初年度にあたった。研究実績は下記の通りであった。1,第一に,すでに公表されている、女性あるいはジェンダー視点をもつ農業統計を生産している機関を示し,第二に,そこで生産された女性あるいはジェンダー視点での農業統計の一覧を調査名を中心に把握しうる限り提し,第3に,政府農業統計ではあるが,農業センサスのような大規模中枢統計ではなく,中規模政府統計をとりあげてジェンダー視点からの検討を行った。これらについては,2002年度GSG(ジェンダー統計研究グループ)第1回研究会(2002.7,東京,法政大学)で粕谷が報告後,粕谷・伊藤の連名で「ジェンダー視角からみた農業統計再考(その1)」と題して『昭和女子大学女性文化研究所紀要』No.29(2002.9)に掲載された。2,前述の「ジェンダー視角からみた農業統計再考(その1)」の続編として,直接的政府統計とはいえないが,農水省の委託調査と農水省の補助事業を含む農水省関連団体・機関の調査から,筆者の研究テーマの関連で重要な統計調査をとりあげ,ジェンダー視点から検討し評価を試みた。これらについては,経済統計学会第46回全国総会(2002.9,札幌,北海学園)で,「農業統計におけるジェンダー視角の拡大に向けて-紹介と検討-」と題して粕谷が報告し,粕谷・伊藤の連名で「ジェンダー視角からみた農業統計再考(その2)」と題して『昭和女子大学女性文化研究所紀要』No.30(2003.3)に掲載された。3,上述,「ジェンダー視角からみた農業統計再考(その1)」および同「(その2)」による検討に加え,統計に関する国際的展開を前提にして,「統計の品質」論や,統計の利用者と生産者の連携,さらには統計と政策との連携などをも視角に入れながら検討を行った。特に数値目標の設定と監視への統計利用の最前線は,国連「ミレニアム開発目標」(Millennium Development Goals : MDGs)として示されている。国連食糧農業機関は,世界食料安全保障委員会を開催し,その内容を「世界食料サミットとミレニアム開発目標」と題して掲載しており,日本の農業統計においても,統計と政策の連携,特に数値目標の設定と監視への統計利用という「ミレニアム開発目標」的視点が重要であることが明らかとなった。これらについては,「農業統計におけるジェンダー視角の拡大に向けて-紹介と検討-」(粕谷2003.3)と題して『統計学』No.84に掲載された。

As mentioned above,"agricultural statistics re-examination from the perspective of statistics" and "statistics related to international development" are discussed in terms of "statistical quality" and "statistical users 'and producers' linkages" and "statistical policy linkages". The first line of special value goal setting and monitoring statistics utilization is "Millennium Development Goals : MDGs". The Food and Agriculture Organization of the United States has urged the World Food Safety Committee to open the issue of "World Food Safety and Development Project," and the importance of the viewpoint of "World Food Safety and Development Project," the establishment of statistical policies, the monitoring of statistical utilization, and the establishment of special numerical goals in Japan's agricultural statistics. This paper is published in "Agricultural statistics from a broad perspective"(Kasutani 2003.3) and title "Statistics" No. 84.
