わが国の地域農業資源として地域で生産される農産物を念頭におき、これが将来世代にわたって安定的かつ持続的に生産、供給されるための要件として、地域農産物市場の流通の効率性を規範的条件として考えた。すなわち取引期間の仕向先市場で形成される価格系列がおおむね輸送費を含めた取引費用の差異を維持して推移、変動している状態、すなわち一物一価の法則が貫徹していることが、地域農業の経営管理に見通しのよい指針を与え、生産、出荷計画の策定に含意を与え得るものであると考えたのである。田村・浅野(1997)では多変量共和分分析を用い、地域農産物市場の価格系列間の線形仮説で与えられる長期均衡関係の発現を検討したが、この考えを一歩すすめて前年度の取引においてこの関係が成立しているならば、本年度において市況構造に変化がない限り、その情報を念頭において取引を決定することが最適な経営計画の要件であるという規範的な基準を設定し、その情報にもとづいた最適出荷スケジュールを価格時系列の形で算出した。この系列と実際の価格系列の平均二乗誤差を検討することによって、地域農産物経営の流通の効率性の観点からみた評価を行なうことが可能となると思われる。このような要件を阻害する可能性のある外生要因として近年安価な海外農産物の国内流通が同一品種の地域農産物の価格に与える影響が挙げられる。そこで政府は一定の条件の下でセーフガードを発令して市場に介入し価格暴落の阻止と安定的取引の実現を意図したが、この政策が国内農産物市場に与える影響を時系列的側面から把握するために、一般化条件付自己分散非均一モデルによって分析を試みた。その結果、セーフガードは対象農産物の価格低下抑制には貢献しないものの、価格変動の安定化には効果があることが統計学的検定によって明らかになった。以上2点に関する論文を現在作成中であり、それらは日本農業経済学会へ投稿する予定である。

The general conditions will pay attention to the dispersion of non-uniform market analysis. The results show that the reduction of agricultural products is a significant contribution to the stability of agricultural products. The above two points are related to the preparation of the paper.
