15年度に引き続き主に経済政策についての分析をおこなった。特に政府債務や財政収支との関係を考慮した財政政策の効果を分析した。財政では政府債務の増大が問題となっている。我が国の財政一般に関する現状分析は"Japan"で行なったが、構造的要因や景気循環要因から生じる財政赤字が問題となる。"Discretionary Deficit and Its Effects on Japanese Economy"では、財政収支について、構造的要因、裁量的政策要因、景気循環要因の要因分析を行ない、1990年代の財政収支赤字が景気低迷による歳入減や、支出拡大によって生じたことを明らかにした。また、景気対策のみに焦点を当てると財政政策の効果は依然として存在することがわかった。財政政策の効果についての問題の一つに、政治的な政策方針の問題がある。財政緊縮か拡大かという政策の揺れ動きがどのような影響を与えてきたのかについて、「財政政策の不確実性と民間消費」において分析を行なった。財政歳出の不確実性が民間消費に負の影響を与えることを示した。1990年代の財政政策と政府債務の諸問題について、その他にも研究論文「1990年代日本の財政政策-政策効果と政府債務、及びその相互関係-」で分析を行ないまとめている。その他に、アジア太平洋諸国の財政、日本の年金財政、経常収支と財政についての分析もほぼ終え、近日発表予定である。
