本年度は、多様なサービス供給主体が共存する福祉システムである福祉多元主義的サービス提供体制をフィンランド及び日本で比較調査することを主目的としている。まず、平成14年9月にフィンランドを訪れ、介護系非営利組織の一つであるVanhus-jalahimmaispalvelun liitto ryのサービス施設であるKontula palvelun taloの参与観察、運営責任者へのインタビュー、Sosiaali-ja terveysjarjestojen yhteistyoyhdistys YTY r.y.運営実態の調査及び運営責任者へのインタビューを行った。平成14年10月からは、文化の隙間(multiculturalism)、制度の隙間(ホームレス)、本来事業の活動重視、連携の隙間、地域重視・地域の隙間のテーマ毎に、わが国の介護系非営利組織体のケース研究をおこなった。ケース検討を行ったのは、NPO法人京都コリアン生活センターエルファ(京都)、ふるさとの会(台東区)、たすけあいの会ふきのとう(千葉)、介護保険サポーターズクラブ(埼玉県)、ふれあい天童(天童市)、非営利家事援助サービス カルティエおばさん(東京都東村山市)となっている。今回の調査からは、特徴を活かしながら活動を行っていくために、制度に迎合するだけではなく、オリジナリティ、特異性といった部分が市民互助型団体・福祉系NPOには重要な要素であることが示唆された。つまり、環境変化・制度変化にたいする適正戦略を誤らないことである。その他面には、団体が地域性を鑑みて各団体が制度に対する戦略を設定することが重要であることが指摘できる。次年度以降、本結果を研究論文として投稿していく予定である。
