本研究計画は次のような仮説から出発した。それは、シンガポール政府は建国以来、シンガポール「国民」の形成に力を入れてきた。その際に、国民の一体感を創造するための国民の共通目標として、経済・社会開発といった物質的開発目標に重点を置いた。この目標は1990年代までには達成されたが、「国民」の形成にはまだまだ時間が必要であったし、国際環境も独立当時と比較すると大きく変化していた。このためシンガポール政府は、国民が一体となって共有できる新たな開発目標として「市民社会」の形成を設定したのではないか。つまり、この新たな目標に向かって国民が一体感を持つことが可能となると同時に、この新たな市民社会には、政府に対する国民の支持を再生産する役割を期待しているのではないか、というものであった。本研究は現地の情報を現地調査とインターネットにより収集し分析するという手法で進められた。その過程で、シンガポールにおいてはインターネットが創り出すサイバースペースは、市民社会の創造に関しては、その役割は過大評価するべきではないという結論に達した。次に市民社会についてであるが、シンガポールにおける市民社会とは、先に述べた「大衆」を創出しようとする側面だけに注目するだけでは不十分である。政府には協力的でも敵対的でもない、シンガポールに与えられた環境の中でよりよい国家造りに協力しようとするグループが存在することが確認できた(このグループには政党やNGOなどが含まれる)。また、政府はこうしたグループの知識人を国家建設のために利用したいと考えている。シンガポールの市民社会は、シンガポールのインターネット規制に見られるような政府の強権的な政治的環境の中で、これらの知識人を積極的に国造りに行かして行こうとする政府と、政権党とは距離を置きながら自律的な活動を目指す団体、との関係の中で理解しなければならないとの知見を得た。
