『管子』は特異な書である。それはきわめて現実的な内容を持っている。文字面から判断すると春秋戦国期の社会編成、政治法制に関わるが、そこには一書としての体統は見いだしがたい。そこで郭沫若はそれを「一種雑然とした混合物」と規定し、馬非白はその成立時期を王莽期としている。もしこのような見解が正しいものと仮定すると、『管子』の現実社会との関連はきわめて薄く、その現実的な内容は見せ掛けだけのものにとどまることになる。本研究は、最近の金谷治氏の『管子』は数度の編纂を経ているとする見解をさらに展開したものである。すなわち、本稿では金谷氏のいう数度の編纂がある主体の意識的継続的な活動としてなされたものであり、そのような編纂はこの主体による現実に対する有効な政策の提案とその政策を一貫した論理で体系づけようとする意図のもとになされたと考え、そこに『管子』の思想がもつ重層性の根源があるとする立場に立っている。より具体的には重層的な領域編成あるいは集落編成を伝える記事に注目して、『管子』は戦国期から漢代にかけて斉王国のブレーン集団が、斉王国の現実の政治方針に関する建言を、春秋期の斉国の賢人たる管子の言説に仮託して体系化したものであり、当時の斉王国の置かれていた状況とこの仮託の相関のなかから当時の斉王国の現実に接近できることを明らかにした。そしてこの立場に立って、当時の斉国が地積的な領域編成を取って急速に国力を上昇させてきたる関中の影響を受け、この政策の精髄を吸収しながらも従来の斉国における人頭的、集落重視的な領域編成をとる体制の改編への努力を続けていたことを明らかにした。
