平成16年度は、本研究にとって総仕上げの年となった。4月に行われた総選挙、7月と9月に行われた大統領選挙は、地球史上もっとも大掛かりな民主選挙であり、この歴史的な意義をもつ2004年選挙の分析に、本研究の大半を費やした。4月の総選挙では、中央政界での選挙戦略の聞き取り調査をはじめ、ジャワ島全土での現地調査を行った。これによって、与党である闘争民主党と、それを追うゴルカル党の選挙戦略と政治について、多くの資料と知識を得た。また地方では、誰がどのように選挙運動のためのリソース動員を行い、どのようなビジョンで票動員を計画してきたかという選挙政治の重要な側面を直接観察してきた。民主選挙で与党が敗北するプロセスについて、きわめて多くの知識を得たと考える。大統領選挙でも、中央と地方での票動員メカニズムの分析を行ってきた。同時に外務省派遣の選挙監視団に参加したことで、国際選挙監視というものの意義や問題点についても多くの知見を得て、グローバル化のなかのデモクラシー推進機能として国際選挙監視をどう位置づけるべきかというマクロな問題意識も持つことができた。来年からは地方自治体の首長選挙もいっせいにスタートする。これで地方政治の構造がどのように変容していくのか。これを来年度以降のテーマに設定している。本年度の成果結果のアプトプットには出版物、メディアでのコメント、新聞連載、セミナー等での発表、講演などがある。その主要なものを以下に記載する。成果の多くは2004年選挙に関してのものである。
