査察政策によって生じる不確実性の問題の重要性を検証し、査察政策と不法移民ならびに企業の雇用実態を実証的に分析した。そこで、不法移民並びに企業は、国境検問並びに雇主処罰という危険に対して、中立的でないことが判明し、この事実を組み入れた、理論モデルを構築した。従来は、不法移民並びに企業は、これらの危険に対して中立的であると仮定した理論モデルが、発表されてきた。したがって、不確実性の経済理論を国境検問と不法移民の関係及び雇主処罰と企業の雇用実態との関係に応用し、不法移民ならびに企業が危険に対して中立的でないケースを中心に分析した点において、先行研究とは違った、目新しさがある。さらに、不法移民並びに企業が、国境検問並びに雇主処罰という査察政策、すなわち、危険に対して中立的でないと仮定することで、複数均衡が発生することが新たに確認された。つまり、査察政策を強化することで、不法移民の逮捕者数が、減少するのか、あるいは、増加するのかを確定できない可能性が生じる。この事実は、不法移民の数を減少させることを目的とする、移民受入国政府による査察政策の施行に、影響を与えうるであろう。しかし、これらの複数均衡は、位相図を用いて、安定性を吟味することで、「不安定」であることが、判明した。さらに、均衡解が安定である場合のみにおいて、査察政策の強化が、不法移民の逮捕者数に与える影響を、分析した。分析結果は、査察政策の強化によって、不法移民の逮捕者数は減少するということであった。これらの分析結果を、Professor Alan D.Woodland (University of Sydney, Sydney, Australia)と共に、1本の論文(タイトル:Risk Preference, Immigration Policy and Illegal Immigration)に纏めた。当論文は、現在、海外の経済学雑誌に投稿中である。また、同時に、移民受入国の経済厚生の観点から、望ましい査察政策の施行水準を、上記のモデルを用いて、導出した。この分析結果は、1本の論文に纏めて、Open Economies Review (Kluwer Academic Publishers, Netherlands)より発表された(次頁を参照のこと)。
