本研究で対象地域とするメキシコ・ユカタン半島は、メキシコ湾とカリブ海に面し、沿岸部の多くは国立自然保護区に指定され、生息する生物種も多様で、豊かな生態系の育まれた地域である。しかしながら、1990年代以降、観光開発や住宅地開発が進んでいる。それらの開発利権をめぐっての地域住民と開発業者、行政などの関係主体間の社会構造は変化しており、また、加速している。島への移入時期や民族、移入理由によるグループ間の潜在的な分化の背景にあることからもわかる。現在、住民による各家庭でのゴミの分別が計画されているが、都市開発に関する利権もからみ、住民間で意見の合意をみることが難しい。行政が機能しにくい地方町村では、地域型環境管理が求められている一方、移民流入による地域の社会構造の変化や、経済発展に伴う価値観・ライフスタイルの変化が、これまで地域に根付いていた社会規範や秩序を壊し始めている。社会構造の変化に対応した地域住民の合意形成を達する新たな意思決定過程が必要とされている。そこで、住民グループの構成によって異なる社会構造を仮定し、住民投票などの意思決定過程の数理的解析を行えるシミュレーション・モデルを開発した。未だ開発途上ではあるが、学生を対象に実験を行った結果から、社会構造やテーマなどの要因の設定によって、投票結果の推測が可能であるといえよう。これらの研究成果は、現在、国際学術雑誌への投稿準備中である。また、今後も、現地で、関係主体間の新たな合意形成過程としてのリスク・コミュニケーションを提案し、コミュニティ参加型の環境保全を目標とする社会制度や規範の構築、環境教育、技術トレーニングを通した人材育成型の地域型環境管理の基盤づくりにも努める。
