本研究では、近年日本の企業経営者の高齢化が人口の高齢化以上のペースで進んでいるという問題を念頭にいれ、人的資本の視点からベンチャー・ビジネスの倒産データと、独自に行ったアンケート調査の個票データに対して統計分析を行い、日本のベンチャー・ビジネス起業活動を活発化するためにはどのような教育と支援政策が必要かという課題を検討してみた。本研究では次の結論が得られた。あるベンチャー・ビジネスの経営活動に関する特殊的人的資本はそのビジネスの経営能力を高めることができるため、そのビジネスの失敗リスクを回避することができるが、これに対して、ビジネスの経営活動に関する特殊的人的資本はそのビジネスの経営能力を高めることだけではなく、経営者のそのビジネスの経営業績に対する心理的閾値も高めることができるため、経営者はそのビジネスの失敗を早める可能性があるだろう。そして、その経営者がビジネスの失敗による損失をできるだけ小さくするため、たとえそのビジネスを継続させることができても、もしそのビジネスの見通しが良くないと判断できた場合、そのビジネスを意図的に「失敗」させることも考えられる。また、以上の結論から次のような政策的なインプリケーションが考えられる。第1に、ベンチャー・ビジネスに対する支援政策の設定は起業しやすい環境を整備するところに注目するだけではなく、起業家が自分に適していないビジネスから撤退し、いち早く新しいビジネスを創業するための「失敗しやすい」環境整備も必要となるだろう。第2に、これまでベンチャー・ビジネス教育はビジネスの創業に関するノウハウや経営活動に関するノウハウを中心に行われてきたが、今後、あるビジネスに失敗しても、その失敗から早く立ち直って新たなビジネスチャンスを発見し、創業することのできるようないわゆるビジネスの「失敗学」に関する研究や教育も行う必要があるだろう。
