前年度まで、規模の不経済性を伴う水道事業体が、損益分岐制約のもとで消費者余剰を最大化するような料金制を採用しなければならない場合、どのような形態の料金制が望ましいかを分析してきた。本年度は、主に、前年度までの成果を学会等で報告し、改良を加えながら、学術雑誌への論文投稿の準備を進めた。'05年6月の春季日本経済学会(京産大開催)では、前年度までの分析内容を、"Nonlinear Pricing in Public Sectors with External Diseconomies of Scale"という題目で報告した。学会では、討論者から、モデルの設定の妥当性などに関し有益なコメントを受け取った。また、'05年7月の日本農業経済学会(北大開催)において、「公営水道事業における規模の外部不経済性と逓増型ブロック料金制」という題目で研究報告を行った。報告内容は「2005年度日本農業経済学会論文集」へ報告論文として投稿し、'06年2月に論文採用受理の通知があった。'05年11月には、"External Diseconomies of Scale and Nonlinear Pricing of Public Water Utility Services"という題目の論文を、米国の経済学雑誌(Journal of Regulatory Economics)へ投稿した。'06年1月に同誌より返事があり、分析の主張の新しさを評価するが、分析手法の大幅な単純化が必要であるという旨のコメントを受け取った。現在、コメントに従って論文の修正を進めている。逓増型ブロック料金制は、海外では農業灌漑の水料金制にも採用されているが、農業灌漑の分野において逓増型ブロック料金制の採用はどのような場合に望ましいか、についても、本年度後半から分析を進めている。いくつかの成果を得ることができたので、次年度にそれらを学会等で発表する予定である。
