平成17年には今までのEMS安定性に対する研究結果と東アジア共通通貨バスケットACUの応用に対する計算と分析、研究に続けて、米・ドル、円、ユーロからなるバスケットDEYをも設計し、2種類の通貨バスケットの比較を通じて東アジア通貨為替レートの安定のためのその応用可能性に関して検討を行った。その研究結果の一部は博士学位論文として提出、また中国復旦大学国際シンポジウムで発表した。今年度研究の主な結果は次の通りである。1.現段階では東アジア通貨だけで構成された通貨バスケットACUよりも米・ドル、円、ユーロからなるバスケットDEYを基準にして東アジア通貨間為替相場の安定を図るのがより現実的で実行可能である。したがって、初期には通貨バスケットDEYを基準にして東アジア通貨間為替相場を安定させ、将来には漸次的に東アジア通貨だけで構成する通貨バスケットACUの導入に移行することが望ましい。2.設計したACUとDEYの為替相場を比較すると、2つのバスケットの間の乖離が小さく、高い連動性が確認できる。したがって、DEYを利用して東アジア通貨間の為替相場の安定をはかる場合、ACUを兼用することが出来る。つまり、為替レートの介入にはDEY指標、マクロ経済の調整にはACU指標をサーベイランス指標として使用することが出来る。またDEYに対する為替相場の許容変動幅内の自主的介入にACU指標を使用することも可能である。3.上のような為替協力には東アジア諸国政府間のコミットメントが欠かせない。協議を通じて各通貨のバスケットに対する平価水準を決めることが必要である。また物価等を勘案して一定の調整を行うことで通貨間の競争力を維持し、その平価に許容幅を設けることで通貨為替レートの過度な乖離を防ぐことが望ましい。4.2005年7月の中国人民元のバスケット制への移行により人民元がより柔軟になった。人民元の為替レートと人民元のバスケットCNYB(筆者設計)、ACU、DEYとの連動性が高まっており、このことは人民元のバスケット制への移行が東アジア域内通貨協力に良い影響を与えると考えられるし、単なる公表平価から0.3%の乖離しか認めないということから人民元が未だに米・ドルに固定するという見解は正確とは言えない。
