本年は、化学産業の環境・安全に関する自主活動であるレスポンシブル・ケア(RC)活動の中で、昨年に引き続きコンビナート地区を舞台とした「地域対話」(特に工場周辺住民、行政とのリスク・コミュニケーションの一例である)の観察を続けた。さらにRC活動の中でも「化学品・製品安全」(プロダクトスチュワードシップ)に着目し、自動車のエアバッグの廃棄処理を事例に化学企業の役割等について考察を行い、学会での発表を行った。地域対話については、これまでの観察の結果、周辺自治会にアンケートを行い、ニーズを把握する取組みや、地域対話とは別に規模の小さな対話集会を設けるといった地域もではじめ、地域ごとの特色が見られるようになってきている。しかし、開催を重ねるにつれて必ずしも地域対話の内容がレベルアップしているわけでなく、その時の担当者のスキルや問題意識等に左右される側面が大きいことが判明した。ところでコンビナート地区には化学工場以外に鉄鋼業や製紙工場などが立地しているケースもある。そしてそのような地域の住民は臭気や騒音といった問題を議論の対象としたいと考えていることが多いため、改善が求められる企業が化学産業以外の場合には、「地域対話」では有効な手段を提示できず、地域対話を化学産業という枠で行うには限界がある地域もみられる。自動車のエアバッグは2005年1月から施工された自動車リサイクル法でメーカー等による回収・処理が義務付けられたが、ヒアリングや資料調査の結果、回収・処理ルートの構築等そのマネジメントを行ったのはあくまでも自動車業界であり、化学業界が主導権を握ることはなかったことが明らかになった。実態としては素材産業である化学企業が商品の廃棄段階まで主導権を握って責任を持つことは難しい状況である。
