今年度は前年度に引き続き,分析のためのデータの作成と研究成果の報告を並行して行った.データの作成に関しては,自民党議員の部会所属を調査し,1967年以降の選挙年別のデータを整備し終えた.また,衆参両院の委員会への出席行動について,データの適正化に努めた.さらに,衆参の選挙結果データの加工・編集,新たな変数の追加等を行った.研究成果の報告に関しては,日本選挙学会において「自民党議員の政策関与メカニズム」というタイトルで報告を行った.この報告では,議員の政策関与のメカニズムに関して,中選挙区における自民党議員の「票割り」戦略が政策関与のパターンを決定するという先行研究の主張は妥当ではないということを指摘し,選挙競争の軟化,および自民党内部の昇進競争の形成という歴史的な変化の影響を指摘した.また,第5期蒲島郁夫ゼミ篇『参議院の研究第2巻』(木鐸社,2005年)に2つの論考を掲載した.「委員会」の章では,戦後の国会における,委員会の開催や出席の歴史的な変動とその特徴を示した.たとえば55年体制下では参議院の議事進行は衆議院に対して従属的であったことを議運委の開催回数,出席率から示し,また委員会の開催回数が法案数等によって規定されているということを示した.論文「国会活動量の研究」では,審議日程の定例化等,先行研究で国会の衰退の証拠とされている現象について新たな解釈を提示した.たとえば委員会の定例化は,国会議員の活動の側面から見れば出席率を確保するという意味を持ち,国会活動と選挙活動を日程の中で分割する「金帰火来」というパターンを生み出した.この議論は,自民党議員が強固な選挙基盤を維持しつつ,政策への関与を強化していくという点で,「政党優位」現象の背景として重要である.
