项目摘要

平成17年度の研究においては、平成15年度から開始していたアメリカ議会資料調査のまとめを行いながら、1990年代から2000年代初頭にかけてのアメリカ金融市場と投資信託の発展過程についての分析を行った。特に、2003年以降に投資信託の不正取引問題が発生してから、投資信託の企業統治(コーポレート・ガバナンス)や情報開示のあり方に対する政府規制の見直しの内容について調査を進めてきた。そこでは、証券取引委員会(SEC)の規制の強化によって投資信託の透明性の確保が進む一方で、投資信託業界における情報開示のコスト負担の増大の問題が発生している現状が明らかになった。また、1940年に投資会社法が制定されてから、投資会社法の様々な条項の修正が行われてきたが、今回の投資信託の規制改革は、その企業統治を含めた制度的基盤を根本的に見直すものであった。このような変化は、現在のアメリカの金融システムの構造や、国際的なマネーフローにも影響を与えてきており、今回の研究では、アメリカの議会資料の分析を基礎にしながら、1940年の投資会社法が成立してから現在に至るまでの投資信託を通じた資金仲介メカニズムの意義と問題点について実証的に明らかにすることができた。なお、今年度の研究成果については、2005年6月25日に南山大学で開催された日本金融学会中部部会で「アメリカ投資信託の現状と課題」という論題で報告を行った。また、2005年7月に刊行された『証券経済学会年報』第40号には、論文「アメリカ金融市場の発展と投資信託システム」が掲載されている。また、2006年1月に刊行された信用理論研究学会編『現代金融と信用理論』(大月書店)に掲載された「金融資産の累積と擬制資本の国際的展開」という論文では、アメリカの投資信託の国際的な拡大が金融資産の累積に大きな影響を与えている状況についてまとめている。
