项目摘要

本年度は、主に戦後の留萌市における地域権力構造について、市長や市議会議員の変遷に焦点をあわせて分析を試みた。ハンターやドムホフといった論者が指摘した経済権力による政治権力への浸透という状況は、戦後の留萌市においても一貫して見られる傾向である。しかし、地元資本が中心で、大資本の形成が見られなかった留萌市では、それはきわめて動態的なものであるという特徴を持っている。すなわち、戦後の経済変動の中において、主要産業と呼ばれ得るものが時代によってかなり大きく変化してため、それに対応する形で、議会の人員構成も、長いトレンドでは相当の変化をしているということが顕著に現れるのである。具体的には、留萌が開かれていくきっかけとなった水産業および農業、そして、戦中および戦後復興の過程で重要な国産資源であった石炭・木材、それらの輸送手段として重要であった鉄道といった産業は、戦後初期においては市長の当選や議会構成に大きな影響を与えていたことがわかる。その後、それらの産業が衰退していくことにより、次第に建設およびその関連産業の影響が増大していくことがみてとれる。石炭や鉄道といった産業は主に革新の基盤として機能し、戦後まもなく、短期間ではあるが、革新市政を成立させている。その後は保守市政となり、議会構成も保守の勢力範囲が拡大していると評価することができる。しかしながら、それが保守の安定を意味する一方で、1990年代に入り、保守の勢力基盤は次第に弱まっていると評価することも可能ないくつかの現象が起きている。それは、女性の議会進出であり、いわゆる市民派と呼ばれる議員の当選にも現れている。そして、地方公務員出身の市長誕生も、もはや既存の保守勢力から適当な候補者を出すことができないということの表れのようにも思われるのである。
