项目摘要

今年度は、研究課題「雇用流動化時代における労働力供給事業の総合研究」は最終年度であったので、前年度までの聞き取り調査に加えて、質問票を大量に配布し回収するサーベイ調査も行った。サーベイ調査の方法は、郵送による調査票配布が555事業所、神奈川県経営者協会、静岡県経営者協会、愛知県経営者協会の協力を得て留置調査法による調査票配布が1000事業所である。聞き取り調査は、過去2年に訪問した企業の人事労務担当者に直接追跡調査を行い、研究期間中の経済環境の変化により、労働力供給事業を活用するユーザー企業サイドにどのような変化が生じているのかを調査した。昨年度からの大企業を中心とした、生産設備への積極的な投資は、雇用事情にも明確に反映しており、聞き取り調査企業のいずれでも正社員雇用を増加させていた。しかし、この正社員の増加において、顕著であったのは大卒・高卒の新卒者の採用によってこれに対応するのではなく、各企業の事業所において非正規雇用として働いている者から正社員に登用するパターンが目立ったことである。これはフリーターやニート問題が存在することにより、企業サイドは学歴よりも今就労していることに、求職者の就労意欲・就労能力の証明と見なしているからである。また、これには非正規労働者は、すでに事業所内での就労経験があるので、新規に採用した際に新人研修等を省くことができ、労務管理コストを引き下げることに繋がっていると評価していた。その一方で、どの企業・事業所もいつまで現在の事業所所在地に工場を置いておくことができるのかについては、懐疑的であり、そのため景気が良くなり企業の財部体質が改善されても、必要以上に正社員雇用を増やす気はなく、この点で後ろ向きの経営は未だに続いている。こうした状況については「なぜ社会統合への意志が必要か」『NIRA政策研究』18巻5号、「グローバリゼーション・労働市場改革・出入国管理」『NIRA政策研究』18巻12号で、本研究結果に基づいた論考を発表した。
