本研究は、全国の市区町村を対象に保育料の利用者負担の実態を明らかにすることを目的としており、自治体間の利用者負担額格差だけでなく自治体間の保育料軽減率格差などの把握を通じて保育料実態を多岐にわたる視点から解明し、自治体の保育料改定の指標にもなることをめざした。前年度までにi-子育てネットから全国各市区町村の年齢階層別・所得階層別の認可保育所保育料額を入手し、各自治体の財政力、都市規模、国の徴収金基準額との比率、徴収基準の階層区分数、児童の年齢などを考慮しながら保育料体系の分類を試みた。今年度は、本研究期間中に応能負担方式から均一料金方式へ変更した自治体があったため、その導入経緯についての追加ヒアリングを行った。さらに、自治体へのヒアリング・アンケート調査により保育料軽減率などのデータを追加した。そして、軽減率格差のアンケート調査から、これまでに指摘されてきた東京都23区と村の軽減率の高さが際だっている実態を2003年度のデータでもみられることを明らかにするとともに、財政力指数が市よりも低く村よりも高い町については、村のように保育料を軽減するのではなく、市と同じ軽減率をとる傾向にあること、都道府県別にみても、村は財政力指数が低くても同じ都道府県内の市や町よりは軽減率を低く設定しないという全国的な傾向があることなどを明らかにした。また、政令指定都市や中核市はそれぞれの間で軽減率の差がみられず、お互いの歩調をあわせている現状なども示した。今後は、今年度までに蓄積した利用者負担の理論、各自治体の保育料実態や、保育料決定方法・保育料改定の経緯をもとに、保育料利用者負担に関する総合的視点から学術論文をまとめる予定である。

This study aims to clarify the actual state of the user burden of conservation materials in urban areas across the country, and the difference in the user burden between municipalities. In the previous year, the classification of conservation materials system was tested taking into account the annual level of each municipality, the income level of each accredited conservation center, the financial capacity of each municipality, the size of the city, the ratio of the national income standard amount, the level of the standard, and the age of the child.
