项目摘要

本研究では要養護児童に対する子どもの発達や養護ニーズに応じた人的・物的生活環境ならびに援助の提供と児童福祉施設職員の職場環境の関連に関する現状の分析と課題の析出を目的とした。研究終了年度である本年度は、(1)本研究期間中継続的になされてきたケア単位の小規模化に取り組んでいる乳児院、児童養護施設職員からの児童の生活環境や援助関係形成にむけた取り組みの経緯、要点、課題に関する聞き取り調査及びその分析、(2)乳児院職員を対象とした養育体制、職場環境、仕事に対する態度に関する自計式調査実施結果の分析、(3)資料収集分析結果、上記(1)、(2)分析結果を総括し、今後の要養護児童の施設援助における生活環境向上に寄与する研究課題の析出を中心に研究を行った。(1)では4法人6施設への訪問、聞き取り事例検討、うち1施設職員への継続調査から施設援助においてケア単位の小規模化への移行の結果から、小規模化による児童の生活の安定や、発達への好影響が指摘されたことはこれまでいわれてきた小規模化の効果として期待されていたことと重なる結果であったことが明らかになった。しかし、施設設備の改変、援助体制の理念の職員間での共有化、その体制を維持するための職場環境、職員間サポート体制がない上では、小規模ケアの好影響を期待することは難しく、各施設、それぞれの工夫や試行錯誤によって小規模ケア体制を維持していることが明らかになった。(2)の調査結果からはおおむね養護の質の向上や各職員の仕事に対す取り組みの熱心さにかかわる評価は高いが、援助職員の不足感、相互認識の一致や相互サポート、連携の困難に対して苦慮している傾向がみられた。(3)として児童の生活環境は小規模化を志向しつつ、それを支える施設設備の充当と他職員との援助理念や援助方法の認識の一致、連携やサポートによる継続的なフォローを組織の中で意図的に組み入れた職場体制形成が不可欠であることを指摘した。
