项目摘要

(1)東アジアにおける輸出主導型成長に関する計量的、制度的研究をさらに拡張し、為替レジームと輸出部門の成長との関係を究明したうえで、為替レジームの国際協調と東アジアにおける持続可能な発展との関係を明らかにする。欧州における地域統合の経験を視野におさめながら、東アジアの地域統合における為替レジームの協調の重要性や方向性について独自の政策提言を行う。その中で、東アジアにおける各種の経済的格差と制度アレンジメントの格差に注目し、これらの格差をあわさせるような為替レジームの国際協調のあり方を提言した。この問題に関する研究の成果は、Regional Integration : EU and East Asiaと題する学術書(Edward Elgard社出版予定)の第2章として出版される予定である。さらに、この数年間の研究をベースに、東アジアや国際経済とのつながりの深化という問題を意識しながら、中国経済における成長体制の転移に関する研究の方向枠組の具体化に取り組んだ。(2)高度成長期の日本の経験を参照しつつ、中国の経済発展における政府の介入に関する方向枠組を提言し、具体的考察を行った。具体的には、取引コスト経済学とレントシーキング・アプローチの最新の進展に依拠し、政府の介入(たとえば産業政策)の策定、実施の過程を政府が政策誘導レントを分配し、企業が政策誘導レントを運用する過程を見直したうえで、政府介入に伴う副作用(レントシーキング・コスト、取引コスト)が如何に抑制されるか、そして、制度、組織的形態が企業による政策誘導レントの運用効率におよぼす影響といった問題を考察した。そして、政府能力と企業能力との補完性のあり方は政府介入の総合的効果を決定するという論点を提言した。
