研究計画最終年度となる本年度においては、本邦内の書誌的調査のほか、対中派遣を中心としたフィールドサーベイを行った。具体的には、中国務院民政部民間組織局以下、中国科学院国情研究センター、中国社会科学院社会学研究所、北京大学公共政策研究中心、清華大学NGO研究中心等の学術研究機関等との間で本テーマに関する学術交流を行なったほか、「緑家園」、「自然之友」、「北京市協作者文化広播中心」等、環境問題、貧困扶助、法律援助等の諸分野で活動するNGOへの聴取調査を実施した。これらを通じ、依然行政の厳格なコントロール下にある'社区'領域に進出し、基層行政府と協力しつつ、'社区'公共活動に積極的に参与するNGO事例を見出すことができた。この発見に基づき、1)NGOはいかなる方式により、`社区'に進出し、国家はなぜその進出を許すのか、2)NGOはどのように政府との`提携'関係を形成し、政府/NGO間にはどのような相互作用があるのか、あるいは、3)これにより、基層レベルの権力構造はどのような変化がもたらされたのか?等々の問題意識から、本計画初年度以来進めてきたNGO/NPO組織に関するインテンシブなアンケート調査として、「自然之友」メンバーに対するアンケート調査を行った。これら調査結果を分析したところ、'社区'公共活動への参与を通じた現地政府との一体化が、NGOサイドにとって現政治環境下における最良の戦略的選択であり、また取引費用最少化の理性的な「計算」結果であること、とりわけ基層政府とNGOリーダーシップ問の個人的関係こそが、両組織の架け橋としての重要な役割を果たしていること、更に、双方ともに自己利益の最大化を図る交渉と妥協のプロセスであること等が明らかとなり、本領域における国家・社会関係を、政府とNGOが権威と能力を相互に譲渡するという《権能互譲》関係と把捉する中間的結論を得た。

The final year of the research plan will be the year of investigation and dispatch of books in the country. Specific academic research institutions such as the Civil Affairs Department of the State Council, the National Conditions Research Institute of the China Academy of Sciences, the Institute of Sociology of the China Academy of Social Sciences, the Public Policy Research Center of Peking University, and the NGO Research Center of Tsinghua University, etc., environmental issues, poverty assistance, etc. Legal aid and other activities are carried out in various fields such as NGO investigation. Examples of NGOs actively participating in public activities in the 'community' sector, grass-roots government and cooperation, are also available. 1)NGO's response to government's response to government's response to NGO's response to NGO's response to government's response to NGO's The awareness of these issues has been raised since the beginning of this project, and NGO/NPO organizations have been conducting research on these issues. Friends of Nature has been conducting research on these issues. The results of the survey were analyzed, and the participation of 'community' in public activities was communicated, and the best strategy for local government integration was selected in the current political environment. The results of rational calculation were analyzed, and the cost of introduction was minimized. The relationship between grass-roots government and individuals was analyzed, and the important service of NGO was analyzed. The two sides should maximize their own interests, compromise, and reach an intermediate conclusion on the relationship between the state and society, the government and NGOs, and the ability to communicate with each other.
