项目摘要

1 災害時の行政による応急対応を行うための必要な能力及び現状の問題の把握2 災害対応に必要な意思決定能力を支援できる防災情報システムの提案及び試作(1)地震災害の応急対応需要量推計システムの試作地震による1、2次被害予測や対応需要予測に関するアルゴリズム、経験則等の収集、整理を行い、発災後の応急対応需要量、地域対応可能量(地域ごとに防災担当者入力)、災害対応の不足量(受援需要量)などを推計できるシステムの試作を行った。(2)応急対応マニュアルシステムの開発に向けてア全国における代表的9市町村の地域防災計画・対応マニュアルの収集を行い、災害対応対策の実施基準、処理手順に関するデータベースの整理と構築を行ったイ大規模地震災害の対応活動を経験した市町村(神戸市、小千谷市、長岡市等)の防災担当者を対象とし、災害時の意思決定(優先順位の決め方等)の実態や対応マニュアルのあり方等について聞き取り調査を行い、今後の開発につながる貴重な意見を得た。(3)提案及び試作したシステムについて、地方自治体の防災担当者による評価(4)システムの汎用性・標準化に向けての提案3 市町村防災担当者を対象とした防災(図上)訓練の企画及び実施4 行政の災害対応能力の補完を図るための住民を主体とした防災訓練プログラムの開発(1)地域住民及び訓練の進行管理者のそれぞれの立場において、図上訓練を体験した。(2)上記の経験を通して、従来の図上訓練の長所を生かしつつ、問題改善を図った「WebGISを用いた防災図上訓練支援システム」の基本設計及び開発を行った。(3)北区上十条5町目の住民を対象とし、従来と同様に紙地図を用いた図上訓練(DIG)及びパソコンを用いた図上訓練の両方を実施し、システムの有効性に関する検証及び評価を行うと共に、今後の改良点を明らかにした。
