项目摘要

1 本年度の前半(4月〜9月)は、制度変化に関する「新制度論」、政策過程分析の分析ツールとして「政策ネットワーク論」、また分析手法としての分析的叙述(Analytic Narrative)に関する文献を収集し、整理した。得られた知見として、新制度論に関しては、合理的選択制度論、歴史的制度論、構成主義アプローチなどの議論について、その架橋と統合の可能性を念頭に研究を進めた。特にStreeck, Thelenらによる、制度変化の類型とそのメカニズムを整理した"Beyond Continuity"の分析概念については、有効な概念であるとして事例分析において利用した。また、政策ネットワーク論については、Smithらによる"Core executive論"の適用可能性について検討し、事例分析において援用した。2 本年度の後半(10月〜3月)は、昨年度に引き続き1970年代後半から現代に至るまでの金融システム・制度の変化、国債管理政策、マクロ経済政策に関する政策形成過程についての資料収集、整理を行った。具体的には、先に示した分析概念やツールを用いて、1970年代後半から1980年代中頃までの金融システム・制度改革、国債管理政策の変遷について事例研究を行った。本事例研究については、神戸大学法学研究科単位習得論文「国債大量発行期における金融自由化の政策形成過程-銀行法改正と国債公募発行方式を事例として-」として提出した。本事例研究については、2007年度の選挙学会紀要における公募論文への応募、また神戸大学における紀要「六甲台論集」において順次公表する予定である。本事例研究では、「漸進的な金融制度改革がその後のバブル経済の原因の一つであること」、「なぜ改革は漸進的であったのか」という問いに対し、銀行局、特に証券局の制度的自律性の高さ、つまり大蔵省内の制度配置が改革の遅延の原因であるとした。
