项目摘要

平成16年における研究実績として、以下をご報告致します。まず論文を二本学術雑誌に投稿し、掲載されました。一つ目は、イギリスのロンドンを所在地とする研究所(Institute of Historical Research)が発行運営する査読付電子ジャーナル(Electronic Joournal of International History : http://www.history.cc.uk/ejournal/Mizumoto.pdf)にHarold Wilson's Efforts at a Negotited Settlement of the Vietnam War,1965-67'を発表しました。これは、東西冷戦構造下で発生した第一次インドシナ紛争とベトナム戦争において、イギリス政府が外交的妥結を模索し続けた過程を近年解禁された政府一次資料を利用して分析した論考です。二つ目に、私が所属する日本国際政治学会の学会誌『国際政治』(2005年2月号)に書評論文として「イギリス政府の対ベトナム戦争政策と英米関係」を発表しました。イギリス政府とベトナム戦争のかかわりを論じた二冊の研究書の学術的成果を紹介しながら、その分析の問題点や課題も指摘し、さらに評者としての私の研究成果に基づく考察を加えました。1950年代からのイギリス政府による東西調停外交の伝統が60年代のベトナム和平努力にも受け継がれていたことを主張しました。次に研究会報告として、世界政治研究会(2004年12月)で「ジュネーブ首脳会議(1955年7月)開催過程におけるイギリス政府の役割」と題した発表を行いました。冷戦の「雪解け」の象徴となったジュネーブ首脳会議の開催を実現させる過程において、イギリス政府がこれまで考えられていた以上に重要な役割を演じていたことを、チャーチルとイーデンの二人の首相の外交努力に焦点をあてて報告し、参加者から有益なコメントをいただきました。

The following is a report on the achievements of the 16th year of Heisei. Two academic papers were submitted and published. Harold Wilson's Efforts at a Negoted Settlement of the Vietnam War,1965-67'is presented in the Electronic Joint Journal of International History : http://www.history.cc.uk/journal/Mizumoto.pdf. This is the first time that the Indianapolis dispute and the Beijing-based dispute broke out under the East-West Cold War structure. The process of the Indianapolis government's diplomatic efforts was discussed and analyzed using government data to lift the ban in recent years. "International Politics"(February 2005), Journal of the Japan Society for International Politics, presents a book review paper entitled "International Government Policy and UK-China Relations." The government and the people of the two countries have been discussing the academic achievements of the two research books, introducing and analyzing the problems, criticizing the topics, and reviewing the basic research achievements. In the 1950s, the government began to mediate between the East and the West. In the 1960s, peace efforts began to be made. The following report of the research conference, the World Political Research Conference (December 2004), and the topic "The Government's Servicing during the Opening Process of the First Conference of the Communist Party of China (July 1955)" were published. The two prime ministers 'diplomatic efforts were focused on the process of opening the first meeting, and the participants were helpful.
