项目摘要

本年度は、(1)タイ国東北部ウボンラチャタニ県において、一村一品運動(OTOP)と家計の変化に関する農村調査、(2)3年間のタイ現地調査およびアジアの労働力移動と農村家計に関する研究成果のまとめ、を実施した。研究(1):2004年からのタイ中部アントン県で実施された計5回の家計調査をもとに、タイにおけるOTOP政策の概要、アントン県B村の事例、およびかご生産者の家計がOTOP導入によってどのような変化を受けたのかを考察した。OTOPの成功事例といわれるB村では、就業が難しい中高年女性の貴重な現金収入手段としてかご生産が位置づけられていた。一方、特に生産者タイプと、属するグループによって得られる所得が異なり、その点がかご生産の不満につながっている。村全体では、安定的な原料供給と市場のニーズをどのように製品に反映するかという課題が存在することが明らかとなった。タイにおいては、農村家計は農外所得に強く依存しているにもかかわらず、農外就業の機会を拡大させる政策が十分に機能してこなかった。OTOP制度が国民に広く知られ、人々の暮らしに定着してきた現在、OTOPをコミュニティ開発の一政策としてさらに改善させるとするならば、生産者の意見や不満を汲み上げ、生産や販路、資金繰りなどのシステムに、その意見を反映させる仕組みが必要になってくると考えられる。調査村の事例の場合、その役割はリーダーが担うのではないかと期待されていたが、ビジネスの取引関係の中では、コミュニティ開発の役割までを期待することは困難であったことを指摘した。研究(2):本研究では、タイにおける農村から都市への労働力移動を中心に、農村での所得向上の一手段としての一村一品運動や、移動の要因となる地方間の所得格差に関して分析を行った。これらの成果は、労働移動の背景となるマクロ的な経済・社会的要因だけではなく、ミクロ的な農村家計の視点から分析を行っているが、一村一品運動の主体となる農村コミュニティのレベルでの分析に関しては、更なる分析が必要となっている。コミュニティ組織の意思決定が、そこに属する家計の意思決定にどのような影響を及ぼすかに関しては今後の研究課題としたい。
