本年度は研究計画に基づき、前半を15年度に行われた予備調査の分析に当てた。その結果、想定していたとおり、調査地点の都市度、ならびに地域中心部(その地域の中心的都市を含む自治体。本研究では仙台市、高崎市など)との関係によって、社会問題に対する意見の有無や態度の方向性にはっきりとした差があることが確認された。特に東京都心に暮らす人々は、積極的に「意見なし」という選択肢を選ぶ比率の多さも含め、村落部との差異が特徴的であった。この検討結果に基づき、調査対象地域の都市度によって回答の有無、態度などに大きな差があった、治安、カラスとゴミの問題、自治体合併の3つの争点について、回答者の居住地域、構築・維持・しているパーソナル・ネットワークが人々の態度の形成(意見の有無)や方向性(賛否)への効果を検討する調査を行った。調査は全国の25〜75歳までの有権者2200名を対象に行われた。都市度による差異を検討することが目的だったため、サンプリングは都市度によって層化する手法をとった。すなわち、47都道府県から市町村を抽出する際に、14大市より500名、その他の市より500名、郡部を人口5000人未満、1万人未満、1万人以上の3つのカテゴリに分割し、それぞれから400ずつ、回答者を分配した。人口の少ない自治体から過剰にサンプリングすることで、地域の差を検討することを容易にしたのである。15年度調査の分析から明らかになった知見として、ネットワーク指標が十分ではなかった点が上げられる。この点を鑑み、16年度調査では、複数のネットワーク研究者の助言を受け、ネットワーク指標の拡充を行った。15年度調査で用いたネーム・ジェネレータだけでなく、社会関係資本研究で用いられるポジション・ジェネレータを導入しただけでなく、ネットワークのサイズや変動などについても、質問項目を追加した。このような試みのため、調査の実施は計画よりも大幅に遅れる結果となった。現在では基礎的な集計の段階であり、本格的な分析は今後の課題となっている。
