昨年度までの研究結果により、以下のような3点の課題があげられた。(1)歩いて行ける範囲に商店を設ける、近隣とのつきあいを深められるような活動を行っていく、マンションにあるような「フロント機能」、留守中や高齢者のための家や庭の管理といったサービスを整備していく、というような高齢化に対応した対策を行っていく必要がある。(2)居住者が高齢期を迎えて住宅を手放す際には多くの選択肢が考えられる。同時に空き家や空き地の活用方法も多くの選択肢がある。空き家や空き地の活用方法について検討し、実現できるようにしていくとともに、空き家バンクのようなシステムに加え、一般的に情報を提供できるようなシステムを整備していく必要がある。(3)郊外戸建住宅地においては、地域同士のつながり、住民同士のつながり、時間とのつながりをどのようにつけていくかが課題である。これらのことを実現するためには、戸建住宅地を縦割り行政の対象としてではなく、全体として「つながり」があるものとして捉えるとともに、全体をコントロールしていく組織が必要になる。また、これらに高齢者自身が参加できる仕組みも必要である。今年度は、関西圏以外の事例(関東の住宅地・多摩ニュータウン、広島市内の住宅地)において、これらの課題に関連した高齢者への対応、住民のまちづくり活動についての資料収集や現地調査を行った。各地とも平城・相楽ニュータウンと同様の課題を抱えているが、平城・相楽ニュータウンに比べ、NPOや住民活動によるサポートが進んでいることがうかがえた。しかし、より細かな問題点への対応が必要であるといえる。これらの結果を今後の住宅地の高齢化問題を考えていく上でのたたき台とし、関西以外の郊外戸建住宅地についても深く検討していきたい。
