项目摘要

本年度の研究実績は以下の通りである。第一に、2回目のグジャラート州現地調査結果において次のような事実が明らかになった。グジャラート州では、政府の産業政策によって、被災地への新規投資について事業税・売上税を最大で5年間免除する措置が取られた。これによって震災後に多くの産業が立地したが、多くの産業にとって税の減免措置は投資を行う大きな動機ではあったけれども、それよりもグジャラートが持ついくつかの条件が産業にとって望ましかったことと、企業の社会的責任のPRという意味が大きい。具体的には、インド国最西端であり、石油産出国の中東に最も近い州であるということ、西海岸でありムンバイなどの大消費地に近いということを生かし、石油関連産業の投資が目立っている。またこれらの投資によって多くの雇用が創出されているが、被災地には大学がなく、人々の教育水準が高くないために、被災地外部から労働力を調達するなどによって被災地の雇用創出効果は限定的となっている。このため、NGOなどが職業訓練を地元の失業者に施すなどのプロジェクトを進行していた。このように、政府の産業政策、企業の投資活動、NGOによる職業訓練のそれぞれが一体となって、被災地域の経済活動の活発化の取り組みが行われている。これは我が国でも参考にすべき経済復興モデルの一つである。このほかにも、農業や、伝統手工業についての調査を行った。これによって、グジャラート州の復興対策が被災産業支援にとどまらず、産業全体の開発を視野に入れたものとなっていることが明らかになった。
